I defined a step down allocation but am missing something

The first formula needs to run and the resulting journal needs to post prior to the second formula running. 

I have missed a step in the setup because the journal from the first formula is created but does not post so the second formula fails because there are no balances in the allocation pool. 

I appreciate any assistance in correcting my issue.
