Replicate seeded program in R12

Hi,

We have upgraded the the system from 11i to r12. We ran the replicate seeded data initially as part of process. After some time, we got an issue that receipt register report does not populating SOB currency LOV. So again i ran the replicate seeded data and now LOV is populating with values. Here my question is that why we need to run again replicate seeded  data? As per my knowledge we can run once seeded data program to populate all the seeded values. Please provide your inputs if anybody faced this issue. Thanks.
