LOV setup for multilingual environment

Hi,

I have installed a new siebel environment (8.1.1.11) with three languages (ENU , CHS and CHT).

After adding the languages in the database we have seen that CHS and CHT language LOVs were in inactive state.

We have activated all the LOV's, but now for each language we can see LOV have all language values in its picklist.

(Eg: If I have logged in Siebel application then ideally I should be seeing only ENU values in the LOV picklist, but I am now able to see ENU, CHS and CHT data in the picklist)

In the bookshelf its states that we have to convert LOV to MLOV once. But I have the below doubts on this,
