migrate siebel data from one environment to another one

I have some account administration screen and have some value set of certain accounts. the data setup in one environment need to be migrated to other environments have same ROW_ID . what is the best way to migrate these data?

example : i have an account name xyz and have a field set for value 5 , That same account in other environments need to update the value as 5 dynamically.
