AGILE 933 SENDING TWO DIFFERENT NOTIFICATIONS ON PROMOTION OF CHANGE ORDERS

Hi ,

AGILE 933 SENDING TWO DIFFERENT NOTIFICATIONS ON PROMOTION OF CHANGE ORDERS. I saw its as a bug in 932 with bug id () but its was close saying it as  not a bug any idea why it is not a bug ? we saw in agile 9.3.3 instance..

Exactly same steps mention in bug to reproduce the issue

The issue can be reproduced with the following steps.

1. Log into Agile Web Client. admin/agile

2. Open an ECO, Change Analyst Alatorre Warren, Alejandro (aalatorr)

3. Go to workflow tab, move the status from Pending to Submitted. (User

aalatorr is in Notify To:)

4. Log into Agile Web Client. aalatorr/agile9
