Attribute Default Value for Existing Item without an ICC

Hi All,

The scenario I have is when taking an existing Item that is not attached to an ICC and then attaching to an ICC which as an attribute that has a default value and has Change Order Policy attached to it. The default value does not show up at all even if you click on the update button unless you remove the Change Order Policy; but this attribute needs to have Change Order Required through out all the phases.
