List or recommendation re mobile service operation permission lists

Does anyone have a list of or recommendation for the mobile service operations that they feel should be assigned to the mobile permission lists: HCCPCSSA3*?  We are well aware of the documentation that relates the CS Mobile * roles to the HCCPCSAA3* permission lists but are trying to determine a scheme for assigning the permission lists to the appropriate service operations.  Some are obvious but there we have a list of about 49 service operations that we set up for mobile and it is not clear to which permission list(s) they should be assigned.
