OPM item quality notification don't contain the link to Item Sample form R12.1 and R12.2

Dear All,

I have setup the specification with supplier validity rule, then I test it (create Purchase order, PO receipt). I received a notification but it didn't contain the link to Item Sample form, I can't input quality information.
