How to set Receiving Tolerance for Items?

Dear All Experts,

We need to set the receiving Tolerance for Items at 10% more & 10% less for Items. As I have seen that while creating the Items we can set the Items Tolerance Limit. But from where we can set for all Items in one GO.

Like if we are going to create the Item than system by default sets the Tolerance Limit by 10% for every item. we don't need to change it while creating Items.
