Load Status not advancing with Load Confirm

I am working to implement Load Building.  When I do Load Confirm, the Load Status is not advancing.  It is staying at 30 - Load Approved.  I cannot find an oracle doc that details out the processing options for P49640 to tell me if one of these update the status, o if the advance Load Status comes from configuration somewhere else.

Any input would be greatly appreciated.
