database templates and performance

Hi,

I have two questions regarding database templates and their performance in ODA (x4-2).

I saw in https://docs.oracle.com/cd/E22693_01/doc.12/e55580/sizing.htm#CEGDCDIB that the templates don't talk only in terms of CPU_COUNT and SGA/PGA. There are many items regarding the instance throughput.

So, first question: are those throughput components a limitation imposed on the instances (like CPU_COUNT) or are they just averages to serve as bias? If I choose, for example, a very very small template and then issue a "alter system set cpu_count = 16..." will I still be bound to a 137 IO per second in a storage shelf?
