Clearance Reset not being applied to Location

I am seeing a situation were a clearance reset is created for a zone group and an additional store outside of this zone group.

When looking at the clearance reset data I am seeing this reset is successful for the stores in the zone group, but not the store outside of the zone group.

My understanding is clearance resets blowout to the transaction level items.

When I look into the rpm future retail data I see that there is no entry for the transaction level item for the store outside of the zone group.  I am seeing the parent item record, for the outside store, in the future retail table.  I am trying learn why there would not be a transact level item record in the future retail table for the outside store.
