Why did PORTTEST fail after changing password?

We are on Application Release 9.1 and TR 9.1.3. We are running JDE on Oracle 11gR2 and 2008 R2(64-bit) OS
We followed the steps described in Answer 7 of Support id 1261994.1
For EnterpriseOne 8.10 and above:
- Stop EnterpriseOne services and JAS Server instances.
- Change the database user password (user and login for SQL Server, AS/400 user profile, etc.). Note that some databases treat passwords as case-sensitive (SQL Server 2005, Oracle DB 11g, etc.).
- Disable Security Server in the server JDE.INI file.
- Disable Security Server in the client JDE.INI file. Use 1 machine to apply these changes.
- Login to the workstation with a valid E1/Database user account.
