Is there a way for an employee to grant permission in SSHR to a manager to see personal information?

in Human Capital Management - EBS (MOSC) Question

Within Oracle R12.1.3, is there a way for an employee using SSHR (self service) to grant permission to his/her manager to view the home address and home phone number of that employee?    I see there is a Release Information function but I heard that is only for business information.
