Cygwin Version on Windows 2012 R2

I am in the process of upgrading my Windows servers from 2008 R2 to 2012 R2 and am having issues with my current version of Cygwin on the new boxes.  When I test the connection from OEM's server to the new servers via Cygwin it doesn't return any values, or errors for that matter.

Has anyone successfully installed Cygwin on a Windows 2012 R2 box and been able to install the OEM management agent via the console? 

Please find the basic system info below:

OEM - 12.1.0.2

Agent - 12.1.0.2

OEM Windows - 2008 R2

New Servers Windows - 2012 R2

Cygwin Setup.exe - 2.774
