How to change PO Document format (*.out) received by Supplier to .pd file extension

Per Oracle standard, system generated file will be attached to the e-mail as .out file extension.  Many suppliers received it but do not know how to view (by default it will be opened up as text file).  They are not computer literacy and small companies do not have IT Support to help.  They have difficulties to configure .out file formation using Acrobat Reader if the file is originally developed to print in .pdf format, e.g. PO Output Communication.  I am posting this question hopefully all the experts out there can advise is there any way to configure to let Oracle
