Not able to save changes under contact center form

Hello,

I had inactivated a site in customer form and to reflect the same data in contact center, when itry to inactive a Bill to site it shows two records (one Bill to as active and other Bill To as Inactive)  

I am trying to clear the active record but system is not saving the changes. attached screen shot for referrence.

Any feedback would be appreciated.
