Receiving java.lang.OutOfMemoryError. unable to create new native thread

We have recently upgraded from 7.3.0 to 7.3.1.5 and are now experiencing the following error - java.lang.OutOfMemoryError. unable to create new native thread. We have researched and applied all the fixes that we have read about in the Oracle notes but we are still receiving this error. We currently have 4 test environments all on the same test server and then we have PROD on own server. All 5 are up to date as far as versions of DM.  Heap size is at max in prod and we cannot go any further.

We need to have all the test instances working due to multiple projects that we work on. Can someone please help to resolve out issue? Also all of our instances are on Oracle APPS. Would someone know if moving to weblogic help us out in this issue? .
