E910_can't revise the batch status to "A"

hi, in the setup..

- P0000 GA constant - manager approval of input  - ticked

- P00241 only GL batch security = ticked ; other  not ticked

but somehow they have the approved user and secured user listed in the form exit....

the problem is userA without security in security workbench can not revise the batch status  OV batch from U (in use) to A (approved)  in P0011 \ row exit \ revise or batch approval

error is shown in the attached.

userA has sysadmin role, w/o security in P000950 failed to revise the batch status

whereas userB can revise the batch status...

any idea ?
