Why bug patch 14080238: help ???

In my database, the AUTOSTATS_TARGET parameter is set AUTO in 11.2.0.3.11 database version and the stats job is scheduled on daily basis, am able to notice that several of dictionary tables have last analysed having dates two years back. Why is that all of the dictionary table not been analyzed atleast once a year only few dictionary tables been analyzed this year??

Is the bug patch 14080238  is introduced for this reason?
