Profile option HR:User Type is not update-able for any level under sysadmin

Hello,

I got error: APP-PER-50022: Oracle Human Resources could not retrieve a value for the User Type profile option. Please ensure it is set properly fro your responsibility

Recommended solution: setup the responsibility in profile option: HR:User Type.  However, when I open the profile option under sysadmin, I found it is not update-able for any places (site, application, responsibility or user).  I did a search in MOS and found a similar question, asked by someone in 2003 but there is no answer.

Question: How can I make it update-able?
