Migrate database server from windows 2003 32bit to win 2008 server 64bit

Dear Colleagues,

 

Following id : 1188535.1 (Migrating Oracle E-Business Suite R12 to Microsoft Windows Server 2008 R2 )

   

==>Prerequisites:
==>step 4: Install Oracle Database 11gR2 on the target machine

 

I didn’t understand exactly what should I do into target database tier server

The step4 require performing all steps of section 1 of id: 1058763.1: the section speaks about upgrade and patch to apply and database installation??

 

Should I install a database from scratch without data? 

Really not clear at all

Note:

-My actually target database server is a fresh machine with windows2008 64bit server installed plus only pre-requisites (zip, unzip, perl…)

-My actual database version 11.2.0.3 (database tier)
