Delete material allocation

Dear all,

I had recently applied the patch 13839846, it is working form return material screen , but I am unable to delete material allocation form issue screen. If I am unable to change the  allocated quantity from the issue screen, return material and delete allocation will not be useful. I am also enclosing screen shot
