Modifer caculated for list price rather than selling price.

There is an existing discount modifer for an order line, the calculation is based on list price not selling price after I added an addtional Surcharge modifer, it works for no modifer exists.

Any suggestions? how to enable the second modifer to calculate the price based on selling price.
