Migrate oracle ebs R12.1.3 win2003 server to win 2008 server 64 bit

Hi,


i'm following the note id:1188535.1 to migrate my platform from Windows 2003 servr 32 bit to windows 2008 server 64 bit.

Following id : 1188535.1
Prerequisites: step 4: Install Oracle Database 11gR2 on the target machine
I didn’t understand exactly what should I do into target database tier server
The step4 require performing all steps of section 1 of id: 1058763.1: the section speaks about upgrade and patch to apply and database installation??
Should I install a database from scratch without data? Really not clear at all

Note:

My actually target database server is a fresh machine with windows2008 64bit server installed plus only pre-requisites (zip, unzip, perl…)
