Error in IP2014 IRM Process - "reg_entry.txt"

We're applying IP2014 in a Proof of Concept environment, in preparation for the PS1 release, going live with 8.1.1.14 early next year.

The upgrade process has gone well but we're now getting an error at the "Generate Merge Report" step. The command line that's being executed is:

\sba81\siebsrvr\bin\..\..\jdk\jre\bin\java.exe -jar \sba81\dbsrvr\common\MergeReport.jar /s \Siebel\8.1\Tools_1 /c "SBA_81_DSN" /t siebel /u siebel /p ****** /o \sba81\siebsrvr\log\upgrep_dev_81111\output /d oracle /r "New Siebel Repository" /l \sba81\siebsrvr\log\upgrep_dev_81111\output\gen_merge_report.log /g Y

And the error that I'm getting, every time I run this command line, is:
