Unique Resource Assignment across projects

Hi,

I wanted to assign the non labor or labor resource to one of the task in project work plan and after assigning it, same should not be available for

further assigning for diffrent project. If this is possible then I should be able to track the utilization/availability/reservations of each individual labor/non labor resource.

So once's assigned resource should not be available to assign for different project, how to achieve this?
