Merging Parties error and parties do not merge.

I am trying to merge two sites within an account, but the process errors out.  Error message = Merge failed in procedure ZX_PARTY_MERGE_PKG.MERGE_PTP_SITES for entity ZX_PARTY_TAX_PROFILE.  Nothing is merged when the error occurs.
