Created date is in GMT where as siebel appication time zone is set as EST

Hi There

I am facing issue that any records are published by SOAP UI  or created from application , created date/time is showing in GMT where as I have set Default time zone as (GMT-5:00) Eastern Time (US & Canada) . Universal Time Coordinated is set to true and DB server and Application server time at OS level is set to EST

Please help me to resolve the issue .
