Why is work order request date lesser than the parts list request date?

Hello,

 

We have observed a situation when the work order request date is lesser (e.g. 10/21/2014) than the request date of the parts list (e.g.12/24/2014). There is no lead time offset in the BOM.

 

What could be the potential reason/s?
