Is there a way to create listentry values through an API or by creating data in the Agile Database?

We want to create an integration between Agile and EBS so that when new values are created for attributes in EBS, that we can systematically create the same values in Agile.  Extracting the data from EBS is reasonably straight forward.  But is there a supported way to create the data in Agile via an API or in the database.
