F4093 records where BPRC is blank

in Advanced Pricing - EBS (MOSC) Question

Why does F4093 load the records where BPRC is blank?  The group category codes load are loaded with a blank in BPRC if the group does not exist through R40931.  If the group (GPC) doesn't exist with these group category codes, why write the record?  What is its purpose?
