SSL certificates and dbcontrol

I have three pairs (test/prod) of servers for various apps.

App 1 - Oracle Std Ed One 11.2.0.3 on Oracle Linux 5.6 - 64 bit

App 2 - Oracle Std Ed One 11.2.0.2 on Oracle Linux 5.6 - 64 bit

App 3 - Oracle Std Ed One 11.2.0.4 on Windows 2003 - 32 bit

All db's configured with dbcontrol.  Systems are pretty stable and I don't have reason to use dbcontrol on a daily basis.  Yesterday I happend to want to check something on the prod database for App 2, and got "secure connection failed".  Since I don't use dbcontrol all that often, especially on this app, I can't say exactly when it last worked.  A little search turned up
