Forecasting PM work orders

I'm having trouble understanding what my forecasted work order dates are based on. Here is an example:

I have a PM schedule created for an asset. This is the relevant PM schedule information:

Based on meter rules
Use actual end date to suggest next service start date
In the PM schedule, there is an activity that is set to occur every 2000 meter units (engine hours).
The PM screen shows that the current usage rate of this meter is 23.504 (engine hours per day).
The last service date for the activity in question is 16-SEP-2014, with a meter reading of 17340.

The most recent meter reading for this asset is 18450 on 01-NOV-2014
