Are there 'At Completion' Measures Available for Performance Exception Reporting?

Does anyone know if there are 'At Completion' measures available for Performance Exception Reporting in addition to 'to-date' measures? Almost all of the 700 something measures available for creating performance rules are 'to-date' measures, but we need 'at completion' versions.
