Unit Testing OpenUI on IE11

We have run through a scenario where we want to target OpenUI specifically at IE11. So, our developers install IE11 and set up their local / developer clients to use it (via the /b switch).

However, certain features of Siebel Tools (Applet Template Editor being the most significant) don't work under IE11:

"Internet Explorer 5 is required"

Has 8.1.1.14 removed the dependency on IE from Siebel Tools altogether so that we can start to develop and unit test against any chosen browser platform? This is a real pain as it also means that it is impossible to develop under Windows 8.1, which was released well over a year ago now.
