R12.1.3 Payment Process Request stuck in 'Selecting Scheduled Payments' Status

Hello,

I have submitted a PPR, it has selected 26 payments but it stays in 'Selecting Scheduled Payments' status and it cannot be terminated.

I have checked the following tables

IBY_PAY_SERVICE_REQUESTS has no records related

ap_inv_selection_criteria_all     has the releted record and status is 'SELECTING'
