Error while submitting Charges in Oracle Apps Service Request

Hi,

While submitting charges in field service requests, I get the following error "There are no charges eligible for submission to Oracle Order Management for this Service Request". This issue is only appearing in some of the charges line (Screenshot attached)

1) Open SR

2) Report Task Debrief (Only Labor and Expense)

3) Go to Charges Tab

4) Click on Submit Button

Status showing first line Submitted and 2nd line as New. When I click on button next to the Status it showing "This line is ready for additional processing" but above error when clicking on Submit button.

Note: Also tried service request with only adding problem item, error is same.
