can we create db triggers on oracle standard tables

Hi im new to EBS i want to ask oracle community that can we create custom database triggers on Oracle Standard Tables.

I want to automate tag number field in fa_mass_additions table when posting status is equal to POSTED. im unable to do this using form personalization and i don't know how to interface it.
