HFM+FDM: How to create new application(copy of prod environment)

Hello all,

My client does not have a test environment in HFM and FDM. Everything is in Prod, which is high in risk. How do I create a test application which is copy of Prod. I looked around Google and you tube, it has page for creating new application. Is it the same? Creating new application and creating copy of prod?

Your help would be highly appreciated.
