Picking Rule - Subinventory Asc means sorting as per subinventory name or as per subinventory pickin

In Oracle Inventory : Picking Rule, when we define the criteria as Subinventory Asc, does it means it does sorting as per Subinventory names or sorting as per the picking order mentioned in the subinventory definition form.

Suppose, we have 2 diff subinventories A and B, and we have assigned the picking number as below:

A = 2

B = 1 

Now the criteria defined is "Subinventory Asc", so how the higher priority subinventory will be chosen , based on name (A will come before or based on picking order (B will come before A)?
