Is there a way to disable the Withdraw Report button on the Expense Report Summary and Submit page s

Is there a way to disable the Withdraw Report button (v9.2) on the Expense Report Summary and Submit page so that the Prepay Auditor is unable to withdraw another user's expense report?  Any advice/help is greatly appreciated.
