Honoring equipment constraint on a non-primary leg

Our scenario is this

Itinerary

Leg 1: Non-Primary (Drayage)

Leg 2: Primary (Vessel)

When we populate equipment group constraint on the order release, OTM is honoring the equipment constraint only on the primary leg and for non-primary leg, OTM is optimizing the equipment based on available equipments in the system.
But the problem is, we don't want OTM to optimize equipment on the non-primary leg as well. We want OTM to honor the equipment constraint on the non-primary leg also.

On the other hand, we don't want to mark both the legs on the itinerary as primary as well.

The reason is, we have service provider ID constraint also, on the order release, which we want OTM to honor only on the primary leg
