ARM showing blank screen and not able to get out of it

Hi,

I am ARM Admin and got a hung IE screen this morning while working in ARM. Since then, I am able to log in to ARM but getting a blank screen with spinning wheel. It does not let me open any other screen. I tried restarting services, restarting machine, clearing cache, deprovisioning and reprovisioning access. Nothing is working. Has anyone seen this kind of issue ever?
