BEE Spreadsheet Interface - R12.1.3 - Create Document security error

I have reviewed doc ID 845691.1 and added the "Desktop Integration - Create Document" function to the menu US SHRMS Navigator as well as the submenu "HR ADI Seeded Integrator Form Functions".  When I go to US Super HRMS Manager > MIX > BEE Spreadsheet Interface, select the new batch I had previously created, select Create Lines, select an element, then click GO, I still get the following error:

The Desktop Integration - Create Document function is not available under the US Super HRMS Manager responsibility.

Why doesn't the solution proposed in the doc ID resolve this issue?
