Secondary Tracking not working

Dear All,

I have enabled Qualifier in COA on Cost Center and Ledger but it is not breaking Retained earning on the basis of Cost center after Run "Close Process - Create Income Statement Closing Journals" Program.

Kindly check screen shot and suggest solution.
