problem starting dbconsole

Oracle 11.2.0.4.0 Std Ed One 32bit

Windows Server 2003 Enterprise Edition, SP 2, 32bit, 7.99 gb, PAE

A couple of weeks ago I finally was able to upgrade db from 10.2.0.4, but still limited to this old 32-bit Windows.

As part of post-upgrade, I created a dbcontrol and was able to start it and connect to it.

This morning I was unable to connect, discovered it was down.

Attempt to start it gave the following:

E:\>emctl status dbconsole
Oracle Enterprise Manager 11g Database Control Release 11.2.0.4.0
Copyright (c) 1996, 2013 Oracle Corporation.  All rights reserved.
https://mydb.mycompany.org:1158/em/console/aboutApplication
Oracle Enterprise Manager 11g is not running.
