CATCON.pl execution errors out

Hello,

I am trying to create CDB manully using scripts generated by DBCA for Custom based configuration.

However the batch stops at catcon.pl execution part generating the below error.

catconInit: database is not open

Unexpected error encountered in catconInit; exiting

I am using release 12.1.0.1 on windows 2012 machine.

Please suggest any option or a patch will work?
