R12.0.6 : Can Patches 18590949:R12.PAY.A and Patch 18972503 be applied without downtime

Hi,

Issue:

There was an issue with our Pensioners RTI Files and they were not being accepted by HMRC. The two patches below seem to have fixed this, we have tested them in a TEst Environment.

18590949:R12.PAY.A
Patch 18972503

However, we dont have any Downtime now till February 2015, and because this is quite urgent, wanted to ask if these Patches could be applied on the system without taking Oracle systems Down?
