can we apply the 12.1.3 RUP patch & then upgrade the 10.1.3 10.1.2 homes

We are following the below note for DB upgrade.

Interoperability Notes Oracle EBS Release 12.0 or 12.1 with Oracle Database 12c Release 1 (12.1.0.1) (Doc ID 1930134.1)

But as per the 1080973.1, we need to upgrade the 10.1.3 & 10.1.2 homes before proceeding with RUP patch.

Please confirm if we can we apply the 12.1.3 RUP patch & then upgrade the 10.1.3 10.1.2 homes.
